Recently, we shared with you the news that Cain Beckett has resigned as CEO of Carers ACT.


During his tenure Cain brought his broad professional knowledge and lived experience to bear on the organisation’s work. All of us at Carers ACT thank Cain for his contribution and wish him well in his future endeavours.


Whilst the Board recruits a new CEO, Carers ACT will be led by Victoria Dolphin as Acting CEO. During this time, we want to reassure you that programs and services will continue as usual, with carers remaining at the heart of everything we do.


The Carers ACT team looks forward to continuing working for you and with you and seeing some of you at our upcoming events.

Introducing Victoria Dolphin, Acting CEO. 

Following the recent announcement of Cain Beckett's resignation as CEO of Carers ACT, we would also like to introduce Victoria Dolphin, who has stepped into the role of Acting CEO while a new CEO is recruited.


Many carers and community members may already know Victoria through her role as Chief Services Officer at Carers ACT, where she has worked closely with our service delivery teams and carers across the ACT.


Victoria brings more than 20 years of experience across aged care, disability and health services and has played a key role in leading and strengthening Carers ACT's programs and services.


As Acting CEO, Victoria will continue working closely with staff, carers and stakeholders to ensure carers remain at the centre of everything we do and that services and supports continue without interruption.


We thank carers for their ongoing trust and support and look forward to continuing to work alongside you during this transition.

    Carers missing from a Budget focused on vulnerable Canberrans

    Carers ACT is disappointed that carers have been overlooked in the 2026–27 ACT Budget, despite the Government's stated focus on supporting vulnerable Canberrans, community wellbeing and strengthening frontline services.

    While Carers ACT welcomes significant investments in housing, health services, community infrastructure and the community sector, there are no targeted measures for the more than 58,000 unpaid carers across the ACT who provide essential support to family members and friends every day.

    This is a missed opportunity, given the extensive work undertaken with Government in recent years to develop practical initiatives to better recognise and support carers. These proposals included improvements to respite infrastructure, flexibility and capacity, an ACT Carers Recognition Card, and a young carer mentoring program.

    Acting CEO Victoria Dolphin said carers play a critical role in supporting some of the Territory's most vulnerable people, and in doing so, save the health, disability and aged care systems millions of dollars each year.

    "Carers will rightly be asking how a Budget focused on vulnerable Canberrans can overlook the tens of thousands of people who provide unpaid care every day, often at considerable cost to their own health, finances, employment and wellbeing," Ms Dolphin said.

    "We welcome the Government's investments in housing, health and community services, and many carers will benefit indirectly from those initiatives. However, carers themselves have specific needs that require targeted recognition and support."

    The omission is particularly concerning following the ACT Auditor-General's report into the implementation of the ACT Carers Recognition Act 2021, which found there is more work for government to do to educate its directorates and agencies on how carers can be recognised and supported.

    Carers ACT acknowledges the Budget's investment in community services and wellbeing initiatives. However, carers continue to be treated as part of broader community groups rather than being recognised as a distinct cohort with unique challenges and support needs.

    "Carers are not asking for special treatment. They are asking to be recognised as a vital part of our community and to receive the practical supports that enable them to continue caring."

    Carers ACT remains committed to working constructively with the ACT Government to progress initiatives that improve outcomes for carers and ensure they receive the recognition and support they deserve.

    Walking the Journey Together Bungendore Retreat


    Recently, Carers ACT held a Walking the Journey Together retreat in Bungendore, bringing carers and the people they care for together for a chance to rest, connect and recharge in a supportive regional setting.


    These retreats are designed for carers aged 65 and over (50 and over for Aboriginal and Torres Strait Islander carers) and provide a shared respite experience with all meals, accommodation and activities included. The flexible itinerary allows carers to take a break from the everyday demands of caring while spending meaningful time alongside the person they care for.


    During the retreat, Carers ACT’s professional and compassionate team facilitated a supported day program between 9:00am and 5:00pm, offering low to moderate support for care recipients while carers had time to focus on their own wellbeing, connect with others and enjoy some time out.


    More than just a getaway, these retreats create space for carers to feel supported, valued and connected with people who understand the caring journey.


    Guided by the 5 Ways to Wellbeing framework, Carers ACT also offers yoga, tai chi, walking groups, nutrition workshops, creative activities, retreats, peer support groups, dinners and social outings designed to support carers’ wellbeing and social connection.

    CALD Groups Come Together Through Culture, Connection and Community

    Recently, Carers ACT’s Indian and Sri Lankan CALD Groups held their bi-weekly social gatherings for carers and the people they care for, bringing people together through culture, shared experiences and social connection.


    The Indian CALD Group welcomed Health Care Consumers for an informative session designed to help carers better understand how to access health services and supports in Canberra. Carers received practical information about hospitals, pharmacies, walk-in centres, emergency contacts and supports available for carers and families navigating grief and end-of-life care. The session also included guidance on preparing for difficult conversations and accessing services during times of loss, helping carers feel more informed and supported in navigating complex situations.


    The Sri Lankan CALD Group enjoyed a lively and engaging Zumba session facilitated by Kokoloco Dance Studio Canberra. Tailored for participants over 65, the class combined gentle cardiovascular exercise with fun and easy-to-follow dance routines inspired by Latin styles including Salsa, Samba, Merengue and Flamenco. The session encouraged movement, laughter and confidence in a relaxed and supportive environment. The day concluded with live music and singing, creating a joyful atmosphere where carers could relax, connect and express themselves together.


    Both groups shared traditional meals together, giving carers a chance to take a break from cooking and everyday responsibilities while spending meaningful time with others who understand the caring journey.


    One carer shared, “It’s always fun. We get a chance to see each other regularly, and we get to dance and sing, and express ourselves. It’s great.”


    To finish the day, the Indian CALD group engaged in a bingo session, which was a great way to connect through laughter. Everyone had fun calling out ‘BINGO!’ and collecting chocolate prizes, as well!


    The day was a great chance for carers and the people they care for to connect, catch up, have fun, and have fun and serious conversations on caring.

    A priority this month was to work with the ACT Government to agree on a Draft Final Action Plan for the ACT Carers Strategy 2018-28. We advocated for outstanding outcomes of the Strategy to be prioritised in the Plan and for it to include past election commitments made to carers. While there remains opportunity to strengthen the draft Plan, it includes a range of actions that, if delivered, will have positive impacts for carers. The draft Plan will now go through formal Cabinet review processes over the coming months.


    Both Mental Health Carers Voice (MHCV) and our systemic advocacy team have been busy monitoring the federal budget and local pre-budget announcements that impact carers. The changes announced to the National Disability Insurance Scheme (NDIS) have caused uncertainty and distress for carers, and we have called for careful, carer-informed implementation of the reforms. We attended a recent NDIS Community Town Hall to further engage with local carers and politicians regarding changes and concerns and participated in a Thriving Kids consultation alongside other sector advocates.


    We continue to work with Carers Australia and the National Network of carer organisations to advocate nationally, including through Carers Australia’s submission to the Inquiry into the Integrity of the NDIS and a joint submission on the upcoming NDIS Amendment Bill 2026.


    We attended the Carers Australia Policy Forum on carers and paid work. The forum brought together carers, carer advocates, government officials, employers, researchers, and policy makers to inform ideas for the future. Alongside important conversations about helping carers to participate in paid employment, Carers ACT advocated for the needs of carers who are unable to work, again highlighting the need for changes to carer payments and superannuation.


    Our team hosted Do No Harm training for carer representatives, provided by Mental Illness Education ACT (MIEACT). The training provided practical strategies for carers who share their lived experience in advisory groups and committees to do so in a safe and sustainable way. Feedback on the training was positive, with participants highlighting its relevance and usefulness.


    Our MHCV team attended ACT Health and Community Services Directorate (HCSD) Mental Health Services Plan Workshops. The Plan being consulted on will look at how mental health services can work better together, including how they integrate with alcohol and other drug services, suicide prevention, physical healthcare, and supports for people with intellectual disability. You can read more about the Mental Health Services plan in the 2025-2030 ACT Mental Health and Suicide Prevention Regional Plan: The Framework.


    MHCV also attended the Mental Health Australia Members Policy Forum, where decision makers and advocacy organisations came together to discuss priorities for the future of Australia’s mental health system. A focus was the development of the new National Mental Health and Suicide Prevention Agreement, with strong calls to ensure carers are recognised and embedded throughout reforms and service design. 


    A small win for this month comes after several years of requesting carer data on time spent caring be publicly shared, as originally intended as part of the ACT Wellbeing Framework. Data on whether carers wish they were spending more or less time caring has been captured since 2022 but not published on the Unpaid work including caring page of the Framework’s website. Thanks to HCSD for making this update happen. We will continue to push for better carer data to be captured in the ACT and will use the data now available in our advocacy efforts.

     

     

    A highlight of this month was the Kinship and Foster Carer dinner event, featuring guest speaker Dr Brenda Heyworth - author of It's a Jungle. Dr Heyworth talked carers through how some of the big emotions often felt by children and young people in the out of home care system can be experienced. She shared practical advice on how carers can respond to children and young people in those moments, while also looking after themselves.


    The event was the first of its kind for kinship and foster carers hosted by Carers ACT. It aimed to support carers in their role while also offering a chance for connection and a nice night out. A special thanks to Dr Heyworth for sharing her expertise and to Selina Walker, proud Ngunnawal woman and kinship carer, for her powerful Welcome to Country.


    Carers ACT is also working on a short, animated video of quotes for our Kinship and Foster Carer Resource Hub. The video will share short reflections from carers about their experiences, what supports them, and what they want others to understand about their role.

    Growing Through Care Sessions

    Carers ACT is launching Growing Through Care, a new free peer learning series designed to support carers through practical learning, shared experiences and meaningful connection.


    Across a series of supportive sessions, carers will explore topics that can impact everyday wellbeing and the caring role, including stress, emotional wellbeing, school avoidance, financial pressures and employment preparation for young carers.


    Each session combines practical information with optional peer discussion in a safe, welcoming and facilitated environment. Carers are invited to learn, connect and build confidence alongside others who understand the caring journey. Sessions can be attended online or in person.

    Carers are invited on a Sydney day trip to the Gallery of NSW to experience the famous Archibald, Wynne, and Sulman Art Prize Winners.


    Afterwards, carers can enjoy lunch in the Gallery restaurant with expansive views of the iconic Sydney Harbour.

    Mental Health Carer Support Groups

    Are you supporting a family member, partner or friend experiencing mental health challenges?


    Carers ACT’s Mental Health Carer Support Groups provide a safe, welcoming and supportive space for carers to connect with others who understand the unique experiences and challenges of caring for someone with mental ill health.


    Mental health carers often provide emotional, practical and ongoing support while balancing their own wellbeing, work, family responsibilities and everyday life. These facilitated groups offer an opportunity to share experiences, feel heard and connect with others in a supportive environment.


    Facilitated by a counsellor, the groups encourage peer connection, shared understanding and practical support, while helping carers feel less isolated in their caring journey.

    Audrey Fagan Enrichment Grants Program

    Are you a young carer with a goal, project or opportunity you'd love to pursue?


    The ACT Government's Audrey Fagan Enrichment Grants Program is offering grants of up to $2,000 to help young people turn their ideas and aspirations into reality.


    Funding can support a wide range of opportunities, including:

    • Sporting events and competitions
    • Training and professional development
    • Equipment and resources
    • Courses and workshops
    • Travel to participate in events
    • Community service projects
    • Entrepreneurial and creative pursuits

    This could be a great opportunity for young carers to invest in a personal interest, develop new skills, explore future career pathways or pursue something they are passionate about outside of their caring role.


    To be eligible, applicants must be aged 12–18 and have the support of a mentor, such as a teacher, coach or industry professional. The program is open to girls, young women, and non-binary and gender-diverse young people who live in the ACT and/or attend an ACT school.

    Meet Raj: Committed to Support

    Rajwinderjit Toor (Raj) is a Supervisor at The Hub Disability Day Program, where she works closely with participants to create a supportive, engaging and inclusive environment each day. Her role involves coordinating daily bookings, planning activities around participants’ interests and helping create a welcoming space where participants feel comfortable, included and encouraged to engage throughout the day.


    Raj says she was drawn to Carers ACT because of the organisation’s strong values and commitment to supporting people with disability in ways that promote dignity, independence and inclusion. She admires the way Carers ACT helps people feel respected, connected and valued within the community.


    “One of the things I enjoy most is the satisfaction at the end of the day, knowing I’ve made a positive difference in our participants’ lives and helped bring them happiness,” Raj says. “I also love our music and dance sessions. They’re always joyful and something we all look forward to.”


    Raj says one of the most rewarding parts of her role is seeing participants feel comfortable, confident and at ease within the program. “I always smile when I see people around me feeling comfortable and able to share their feelings and thoughts openly,” she says.


    Carers may not always see the extra effort that goes into making each day meaningful for participants. “I’m always willing to go the extra mile to support participants and make their day special, whether that’s adjusting plans or adding personal touches, so they feel valued and included.”


    At the moment, Raj and the team are focusing on participants’ health and wellbeing, including introducing regular gym sessions designed to encourage movement, confidence, healthy routines and social engagement in a fun and supportive way.


    Outside of work, Raj enjoys spending time with her children and experimenting in the kitchen with different foods and flavours.


    Her message to carers: “Please feel free to share your ideas and thoughts with us. We value your input and would love the chance to make them a reality for you and the community.”

    Parliamentary Friends of Carers Event

    Carers ACT Acting CEO Victoria Dolphin and Board Chair Thilini Perera attended the Parliamentary Friends of Carers event at Parliament House yesterday. With representatives from other carer networks across Australia and carers sharing their experiences, Parliamentarians heard about the growing challenges faced by carers. Issues such as the importance of respite, recognition and support of carers in the workplace, and cost of living pressures were highlighted through the speakers and informal discussions that followed.


    Carers ACT remains committed to ensuring carers’ voices are represented in these national conversations and to working collaboratively with governments, organisations and communities to strengthen recognition, support and outcomes for carers.

     

     

    Holistic Health for Carers Guided by the 5 Ways to Wellbeing at Carers ACT

    At Carers ACT, we take a holistic approach to health and wellbeing. We understand that caring can impact many areas of life, including physical health, emotional wellbeing, social connection, confidence and resilience. That's why many of our programs, activities and events are guided by the 5 Ways to Wellbeing framework.


    The 5 Ways to Wellbeing are Connect, Be Active, Keep Learning, Be Aware and Help Others. Together, these evidence-based principles support positive mental health and wellbeing.


    Connect

    Building meaningful connections is important for wellbeing. Carers can connect with others who understand the caring journey through peer support groups, social outings, retreats, morning teas and events such as our Men's and Women's Group dinners.


    Be Active

    Physical activity can support both physical and mental wellbeing. Carers can stay active through yoga and tai chi classes, walking groups, gentle exercise sessions, dance activities and community outings designed to encourage movement and participation.


    Keep Learning

    Learning new skills and gaining knowledge can help build confidence and resilience. Carers can participate in educational workshops, information sessions, nutrition programs, guest speaker presentations and practical learning opportunities that support both their wellbeing and caring role.


    Be Aware

    Taking time to slow down and focus on the present moment can support emotional wellbeing. Retreats, mindfulness activities, creative workshops and time spent in nature all encourage carers to pause, reflect and prioritise their own wellbeing.


    Help Others

    Many carers find purpose and strength through supporting others. Our peer support groups, community activities and social programs create opportunities for carers to share experiences, offer encouragement and contribute to a supportive community.


    Through this holistic approach, Carers ACT helps carers stay connected, informed, active and supported throughout their caring journey.

    Everymind - Minds Together Program

    Everymind's "Minds Together" program is designed specifically for family, friends, and carers of individuals experiencing suicidal distress or recovering from a suicide attempt.


    Through small, in-person group sessions led by trained facilitators, carers can share experiences and gain insights from others who understand their journey.


    This program offers practical strategies, personal stories, and evidence-based tools to help carers manage stress, improve communication, and strengthen their coping skills.

    Hoyts Discounted Cinema Tickets for Carers

    Are you registered with Carers ACT? Registered carers can access discounted movie tickets at Hoyts Cinemas when attending a session with the person they care for.


    This initiative provides carers and the person they care for with an opportunity to enjoy time together, relax and connect through a shared experience in the community.


    Eligible carers can purchase an adult movie ticket for $1.10 when attending a session with the person they care for.

    A Day at the Movies: Dementia Friendly Screening of 'Some Like it Hot'

    A Day at the Movies is hosting a special dementia-friendly screening of the classic film ‘Some Like It Hot’ for people living with dementia, their families and carers. Free tickets are available for carers attending with the person they care for.


    The event also includes complimentary ice cream and afternoon tea in the NFSA courtyard, creating a relaxed and welcoming opportunity for carers and the people they care for to connect before and after the film.

    School holidays can sometimes bring additional planning and caring responsibilities. Exploring local activities can be a great way to create positive experiences, encourage social connection and enjoy quality time together.

    Bricks at The Woden School

    The Woden School is hosting a Bricks Expo, including Lego displays and a Lego build zone, and food and drinks for the whole family!


    Dates and Times:

    • Saturday 4 July 2026, 9am to 5pm
    • Sunday 5 July 2026, 9am to 2pm

    Location: The Woden School, 127 Denison St Deakin

    Cost: $5 per child, $10 per adult, $20 per family.

    PlayConnect+ School Holiday Program

    Looking for a welcoming and supportive activity these school holidays?


    PlayConnect+ is a free facilitated playgroup and parent peer support program for families with a child aged 0–8 years who has a disability or chronic medical condition.


    The July School Holiday Program offers a fun, inclusive and sensory-friendly environment where children can enjoy both free and structured play activities, while parents and carers have the opportunity to connect with others who understand the caring journey.


    Activities include music, sensory play, stories, and gross and fine motor activities, with designated quiet spaces available throughout the sessions.


    No diagnosis is required to attend, and siblings are welcome.

    • Monday 13 July
    • Tuesday 14 July
    • Thursday 16 July

    Time: 10:00am – 12:00pm

    Location: Castle Playroom (ACT Playgroups) 41 Templeton Street, Cook ACT

    Cost: Free

    The Carer Gateway (delivered by Carers ACT) provides a range of tailored supports and services for carers that are personalised to your unique situation and outcome. Services include counselling and peer support groups, respite care, equipment, home help and even support in home emergency respite. You can get the support you need to manage your daily challenges, reduce stress, plan for the future, and improve your wellbeing.

    Call the Carer Gateway on 1800 422 737 between 9am and 5pm and speak to one of our local care planners who will talk through what you need and help organise the right services and support to help you.
