Update on Industry Skills Boards coverage – industry feedback wanted

Today's special pānui provides information from the Tertiary Education Commission (TEC) as they work with industry to finalise detailed coverage for each of the eight Industry Skills Boards (ISBs) that will replace Workforce Development Councils in January 2026.

They want feedback from industry representatives they haven't already consulted with by 29 August at the latest. See below for more information from the TEC.

 

Information from the TEC

We have updated our Industry Skills Boards webpage to outline the process for finalising industry preferences for detailed coverage for ISBs. The webpage includes lists of the sectors as currently proposed to be allocated to each ISB, including the relevant ANZSIC codes. These lists are based on the feedback received in public consultation (April–May 2025) and through further engagement with some industry groups.


We want to further refine the industry coverage before consultation on the Orders in Council that will establish the ISBs. We also want to include any industries that are not yet listed.

We want to hear from you if you are an industry representative, have not yet engaged with us on detailed coverage and have suggestions about the alignment of your industry. Click on the button below to see the full list. 
Proposed industry coverage for ISBs with ANZSIC codes August 2025

If you’d like to get in touch, please email vetinformation@tec.govt.nz stating:

  • your name
  • the industry you represent
  • the industry body you are associated with and your role
  • the change you would like to see (for example, "I suggest my industry fits better with X ISB than Y ISB, or I suggest you include my industry in X ISB")
  • a brief rationale for your suggested change
  • your phone number so we can call you to get more information if required.

Please note that we will be unable to respond to any suggestions made after 29 August 2025.

 

What's next

Order of Council consultation

The Government will establish ISBs by issuing an Order in Council for each ISB under the Education and Training (Vocational Education System) Amendment Bill when it is passed into law. Orders in Council will set out the administrative arrangements for each ISB and will include important information such as the ISB's name, the list of industry sectors it will have responsibility for, and matters related to the governance of the ISB.


TEC and the Ministry of Education will undertake preliminary consultation with industry on the content of each Order in Council in mid-September 2025. Formal consultation on the final proposals will occur once the Bill has been passed later this year.


Under the new legislation, all ISBs will be required to work closely together from 2026. We recognise that some industry sectors could be aligned with more than one ISB as their industry works closely with a wide range of different industries. Although each industry sector needs to be allocated to one ISB, industries may have input to the activities of another ISB where a qualification or other product is relevant to them.


Industry Skills Boards nominations

A reminder that Industry Skills Board nominations are open until 29 August. Industries are invited to nominate representative for appointment to the ISBs. Candidates will need strong governance and change management skills, an industry background, and an understanding of education and training.


On each ISB, six industry-nominated members will work alongside two members appointed by the Vocational Education Minister.
