The PCI assesses an agency’s capability across a range of areas such as governance, strategy, planning, sourcing and management. This year's PCI covers the 2025/26 financial year and is due on 1 October 2026. The survey link was emailed to your contact person on 4 August 2026.
Your agency can participate in the PCI even if you’re not mandated to follow the Government Procurement Rules. By participating, you’ll be able to compare your procurement capability with similar agencies and the wider system.
The PCI results give agencies meaningful insights and a clearer view of procurement capability across the system and will help agencies understand:
- their procurement capability strengths
- where there may be opportunities to improve
- how capability is developing over time.

Preparing large suppliers for eInvoicing requirements
Government agencies should be engaging with their large suppliers now to help them prepare to send eInvoices as outlined in Rule 44: eInvoicing capability.
Rule 44: eInvoicing capability
Under the Government Procurement Rules, agencies must require large suppliers to submit eInvoices from 1 January 2027. Talk to your suppliers to find out if they are in scope, understand what contract or system changes may be needed, and give them time to prepare.
MBIE’s eInvoicing team is working with agencies’ finance teams to help them engage with large suppliers. The eInvoicing website also provides information, tools and resources to support agencies and suppliers through the transition. Contact them at eInvoicing@mbie.govt.nz.

Conflict of Interest tool refresh
The updated Conflict of Interest (CoI) tool has a fresh new look and some changes that will improve user experience and create greater efficiencies for you and your team.
You’ll now be able to:
- assign an approver to each project
- save plans in draft
- view and update the panel member’s email addresses
- access previously submitted conflicts and their associated plans
- capture the role of the panel member within the project, for example subject matter expert (SME) or approver
- access more reporting data and export management plans.
The CoI tool enables agencies to conduct probity activities for procurement projects within an efficient, secure and best practice system.
